Remember what your website is about and promote it to mailing lists, forums, and webrings that share the same interest.
Start with people that you are sure will share your interests.
It gives you an early advantage in acquiring regular readers.

This is not the same as insulting other people or provoking them just to attract attention.
The internet is primarily about communication, and you must build your site with the intent of providing avenues for said interaction.
