    Walls

If your basement walls are exposed cement blocks, paint them a light color, which will brighten the room. Paint the trim a glossy color in a lighter shade than the walls. Another option is to wallpaper the walls with paper that is specifically designed to cover tiles and cement blocks. This paper is textured and can be painted after it has been hung.

    Windows

    • Floor to ceiling sheers and drapes will make a small window look large.Hemera Technologies/AbleStock.com/Getty Images

Most basement windows are located high on the walls and are too small to be attractive. You can create the illusion of having larger windows by hanging ceiling to floor drapes. Position a decorative drapery rod just below the ceiling. Add sheer panels to cover the window and two decorative panels to frame the sheers. Bamboo shades can be substituted to achieve a more contemporary design. Long shutters mounted in front of your window will also make the window appear to be larger.

    Flooring

    • The least expensive floor treatment is to paint the existing cement floor and varnish it. Scatter polypropylene area rugs. These rugs are moisture resistant and will not mold. A thick carpet will add a cozy feel to the room and help with noise insulation. There are laminate floor planks you can install that will provide a hardwood look without the expense.

    Accessories

    • Accessories are what provide the finishing touches. You can build simple bookcases at the end of the room. Place shelving on the walls to display your favorite collectibles. You can hang framed art or photographs on the walls. Mount light fixtures on the wall that can plug into existing outlets. Add an electric portable fireplace or wood stove to make the space warm and inviting.
