Eyes bags are a facial features you were born with- you can't conceal them. You can, however, create the illusion of diminishing it. Apply a lighter shade of concealer in a half moon pattern right under the puffy area and a darker shade on the puff it self. Do not blend in; just pat it shades until its sit on your skin.
