The Minister for Coal Mr.Shibu Soren has been held guilty in a murder case of his secretary Shashi Nath Jha in 1994. He did not resign immediately and when the Prime Minister of India , De. Manmohan Singh directed him to resign only then he submitted his resignation which has been accepted now and this fellow is under police custody. It is on record that this Mr. Shibu Soren was facing this trial and in his heart of heart he was having complete knowledge and information that one day he shall be held guilty and shall be sentenced. But in spite of this knowledge in his mind, he continued as minister in Government of India. He was having complete information that in India a small government servant, when he is in police net and a criminal case is registered against him, he is placed under suspension and is not allowed to work and function on the post on which he had been appointed and this is done only to ensure that proper and honest people remain in public service. But this good principle is not made applicable in case of people in the houses and they are allowed to continue in office with all such bad records.
As per law in India, all such people who are either elected or appointed are defined as public servants and therefore, they should also be governed under the same law and when there is a criminal case against them, they should not be allowed to participate in elections and if they are working as an elected person and there comes a criminal case against them, they should be placed under suspension. They should not be allowed to sit in the houses and function on behalf of the people of India. When they are involved in a criminal case, they are not normal citizens of India and therefore, they have got no right to function in the houses. Government of India was having all the information about Mr. soren and even then they allowed to function as minister for Coal, on an important portfolio. Therefore, time has come when we, the people of India should come forward and should not vote in favour of a person who is involved in a criminal case when he is before them for his election as an ordinary member like MLA or MP. He should be discarded and he should not get a single vote in his favour. When people vote in favour of such persons, they are in the wrong side and they are doing something wrong while living in a democracy.
There had been reports that there are so many members present in the houses who are involved in criminal cases or they had been facing such trials in the past. In some cases, the people involved might have wrongly been involved, but we, the people of India know that here in India a case could take at least five to six years for finalization and till then we can not wait. Therefore, we should not cast our vote in favour of that person. If preliminary investigations are there and charges have been framed against him, we should believe that there is a prima facie case against him and therefore, such a person is not a fit person to stand in elections and if he is in the house, he should be placed under suspension and the work which had been allotted to him, should be given to a member from the adjoining constituency.
Since the number of people in this field is increasing, we should take up the matter in hand and we should think on some points through which we could decrease number of people on political side. We shall have to decrease number of political parties and for that purpose we shall have to abolish all the state level legislative assemblies and if need be we should also reduce the total strength in our Parliament too. A total strength of 250 members in the Parliament shall be enough and only those people should be appointed as ministers whose names had been forwarded by the political parties in shadow cabinets. When political parties are asked to nominate their shadow cabinets, then they shall be obliged to forward right type of people so that they could get votes from the people of India. Only this solution shall work and we should not allow atainted person to function as minister in the house.
