The low-quality content is tagged as thin content that are stuffed with keywords and offer no real information to the reader. Therefore, content farms are majorly hit by the Panda that accepts content without any review. Moreover, Panda update penalizes the entire site if major quantity of pages contains thin content. The main intention was to put a stop on the content scrapers who were expert in republishing other author's content in their own name.

On the other hand, Google Penguin update emphasizes on web spamming. This update is affecting all those sites that are not complying with the guidelines set by the Google. The sites that are focusing on keywords stuffing or those web pages that contain irrelevant outgoing links have been hit by Penguin update. Some of the other major factors are aggressive exact-matching anchor text, keywords stuffing in links and excessive use of exact-matching domains.
